After installing 9.20 R3, 9.20.601.98 I was receiving this message on upgrades and NEW installs. RPRO support looked at the Alert Logs and found OS errors trying to start the services. When I manually tried restarting the services it was crashing.
Joe at RPRO found that windows needs the Computer Mgmt > System Tools > Event Viewer > Application (and then system) properties set to ‘OVERWRITE AS NEEDED’. The issue is that Oracle loads so much info to the event viewer that it runs out of space and won’t mount. After that restarting the service works just fine.
Just worked with RTI on a server in huose. Another possability is the Oracle Database is in a down state. To find out go into Tech Toolkit and it will say it is and allow it to restart. Say yes and worked for me
