we got this error becaue the port in the EFT_PCC.INI was set to 443 and the port in company setup of PPC was set to 443. this is the LAN communication port. the WAN communication port is default to 443 so they were conflicting. we set the EFT_PCC.INI to port 440 and the COMPANY SETUP port to 440 and it worked fine.
this also caused an issue on PCCHARGE startup an error 10048 Address in use. the fix above also fixed this issue.
Another possible issue is 2 active-charge.exes running on the PCCharge server. Checked for all users in proccesses and check the terminal services to make sure there isnt’ a second session logged in running it.
